21. POWERS OF THE COUNCIL, THE EXECUTIVE AND SUB-COMMITTEES

21.1 The Association shall have the power to delegate decisions concerning the management of the Association. It may decide to delegate certain of its management responsibilities to the Executive. It may also appoint sub-committees to perform specified tasks and those committees shall comprise of members who may but need not be members of the Council.
